The Department of Homeland Security has created a division dedicated to Critical Infrastructure Protection. DHS has recognized that critical infrastructure protection is a shared responsibility among Federal, State, local, and tribal governments and the owners and operators of the nation's critical infrastructure and key resources (CI/KR). The financial sector has been recognized as a Critical Infrastructure and has developed a CI/KR Partnership with DHS.

Homeland Security Presidential Directive 7 (HSPD-7) and the National Infrastructure Protection Plan (NIPP) provide the overarching framework for a structured partnership between government and the private sector for protection of CI/KR. This sector partnership structure encourages formation of Sector Coordinating Councils (SCCs) and Government Coordinating Councils (GCCs).

The Financial sector is overseen at the Federal level by the U.S. Department of the Treasury and the SCC and GCC have been established to provide input on infrastructure protection to the financial services industry:
