DFW First believes that ONLY through a complete and diverse membership, will the regional financial sector effectively increase it’s regional resiliency, it’s ability to service the community and to stabilize the local economy to potential regional and area wide security threats and disasters.

To accomplish this, DFW First offers 3 tiers of membership; Silver, Gold, and Platinum including both individual and corporate options.

To join DFW First, the applicant must be or be employed with a financial institution meeting the membership criteria, agree to the Professional Code of Ethics, and complete a membership application selecting a membership tier.  Corporate memberships are available allowing up to 5 employees from the organization to participate.

DFW First Membership is available ONLY to financial institutions within the geographic service area and is rich with valuable privileges. 

Membership Criteria

To join DFW First as a member, the institution, must meet all of the following qualification criteria:

1) Be a Financial Sector institution

  • a registered broker-dealer under the Securities Exchange Act of 1934;

  • a registered futures commission merchant or otherwise exempt from registration under the Commodity Exchange Act;

  • a registered national securities exchange or securities association;

  • a registered contract market;

  • a registered clearing agency;

  • a registered derivatives clearing organization;

  • a bank or trust company that is organized under the laws of the United States or a State thereof, and is regulated and examined by federal and state authorities having regulatory authority over banks or trust companies;

  • a bank or trust company that is organized under the laws of a country other than the United States and has a federal or state branch or agency located in the United States;

  • an insurance company that is regulated and examined by a state authority(ies) having regulatory authority over insurance companies;

  • any other person deemed eligible by the Board of Directors.

2) Be located within the DFW region as outlined in the Geographic Scope

3) Complete and submit a membership application

4) Be approved by the DFW First Board of Directors

Silver Membership

The Silver Membership is the ONLY DFW First membership offered for individuals The Silver membership is offered with the intent to include individuals employed with regional financial sector institutions in coalition activities.  This membership will give the member the benefit of private-public sector collaboration as well as the basic tools and contacts needed to enhance preparedness practices.  The Silver Membership entitles the member to the following benefits:

  • Partnership with public sector agencies through DFW First.

  • Receipt of DFW First communications and correspondence including Newsletters and Publications

  • Invitations to attend DFW First sponsored or hosted conferences and member meetings.

  • Receive DFW First developed BCP materials including good practice guidelines, questionnaires, BCP planning templates, etc.

  • Receipt of the DFW First Membership Packet upon joining.

  • Receive negotiated discounts with other DFW First participants.

  • Sponsorship and assistance in joining FBI Infragard

    • Security program developed to Improve and extend information sharing between private industry and the government, particularly the FBI.

  • Access to industry-wide preparedness materials and exercises and invitations to participate in facilitated regional exercises.

  • Eligibility to be nominated to the DFW First Board of Directors, committees, and sub committees. 

Gold Membership

The Gold membership is a entry level corporate membership within DFW First including all of the benefits of a Silver membership expanded for corporations to deliver the institution the maximum benefit of the coalition’s services and capabilities. The Gold Membership includes the following additional benefits:

  • 5 Corporate participants may join.

  • Access to the DFW First online member portal

    • This site is to be integrated with the DHS North Central Fusion Center to provide real time emergency and threat advisories.  This site is also to be integrated with other strategic partners to deliver valuable security and sector specific advisories.

  • The inclusion of a FS-ISAC Core membership.

    • Financial Sector Information Sharing and Analysis Center

    • FS-ISAC was established in 1999 by the financial services sector in response to a Presidential Directive and later a Homeland Security Directive mandating public and private sectors share information regarding protection of the country’s critical infrastructure. The organization disseminates physical and cyber threat alerts and provides analysis and recommended solutions to member organizations.

  • Rapid assistance in joining and/or participating in the following public sector sponsored programs:

    • Government Emergency Telecommunications service (GETS)

      • Program provides users priority telephone service for authorized CI/KR first responders

    • Wireless Priority Service (WPS)

      • Program provides users priority Wireless telephone service for authorized CI/KR first responders

    • Telecommunications Service Priority (TSP)

      • Program provides CI/KR users priority authorization of telecommunications services restoration. (i.e. WAN)

  • Receive a First Responder credential with necessary privileges and certificates validated by public sector response agencies once available to partnerships

 

Platinum Membership

The Platinum membership is the most exclusive corporate membership offered within DFW First and is only given to those institutions who wish to actively participate as a valued strategic member of DFW First.  The Platinum membership includes all of the benefits available to Silver and Gold members with additional exclusive privileges.  The Platinum Membership includes the following additional benefits:

  • Up to 5 Corporate Participants may join.

  • The member institution may benefit from DFW First Business Continuity Planning advisement from Officers and/or member institutions.

  • The member institution may serve as a DFW First Municipal and/or county Emergency Operations Center delegate

  • The member institution may serve as a public-sector delegate to specific working groups, users groups, round-tables, conferences, and/or advisory meetings.

  • The member institution may be invited to attend and participate in FSSCC (Financial Services Sector Coordinating Council) meetings.

  • The member institution may participate in Regional Partnership Council meetings at the national level.
